These reforms, which were initially delayed and did not pass before the summer break, are designed to simplify occupational health procedures. A significant aspect of the proposed legislation is the potential for medical examinations to be conducted in seasonal workers’ home countries, with the certificates then validated in Luxembourg.
The legislative proposal is set to be reviewed by a parliamentary committee in September, with a subsequent vote anticipated either in October or November. This timeline outlines an important step forward in addressing the procedural complexities currently faced by seasonal workers. However, for the upcoming grape harvest, existing rules and regulations will still apply, meaning employers must adhere to the current labour and safety standards in place.
In addition to the seasonal worker reforms, Minister Spautz has highlighted the government’s intent to impose stricter regulations on platform work. This initiative comes amid investigations by Luxembourg authorities into delivery courier arrangements. The concerns being scrutinized include instances of potential bogus self-employment and workers operating without the necessary employment or social-security coverage.
These efforts reflect Luxembourg’s ongoing commitment to addressing labour market challenges and ensuring fair and safe working conditions for all workers.
